Analysis of Change

It has not proved possible this year to provide an analysis of change.
The analysis of change attempts to breakdown the year-on-year change in grant into four component parts:

  • the change due to data;
  • the change due to methodology;
  • the change due to control totals; and
  • the change due to additional resource equalisation.

In order to work out the change due to data, we attempt to create a new version of the 2005/06 adjusted FSS and grants as if we had updated the data to that which would have been used in 2006/07 had we not have changed the formulae. Unfortunately, due to the additional grant added into the 2004/05 settlement, it is not possible to set the shares of assumed national council tax accurately. It is therefore not possible to calculate the element due to data.

Settlement Working Group

This is a Working Group of:

  • Departmental officials,
  • officials from other Government departments,
  • officers from the LGA,
  • officers from the ALG,
  • representatives of the Local Authority Association Special Interest groups, and
  • representatives of the Treasurers Societies

It discusses issues relating to formula grant distribution, in particular potential changes to the 2006/07 Local Government Finance Settlement.

If you have an issue that you would like raised at SWG then you should in the first instance discuss this with your special interest group representative or your Treasurers Society.

Fire Formula Working Group

This is a sub-group of the Settlement Working Group set up to look at the case for change and possible alternatives to the current Fire Formula Spending Share. The group consists of officials from ODPM, LGA, Fire and Rescue Authorities and the Chief Fire Officer Association.
