Instructions for using the Excel models

  1. Make sure that you have the Solver facility installed in Excel.

  2. Set the required floor; go to Tools/Solver and click the Solve box. The model will tell you if it finds a solution and will set the scaling factor. The Solver attempts to find a value for the scaling factor which ensures that the total of Final Grant for all authorities in the group is equal to the amount available as specified in the Solver drop-down menu).

  3. If the Solver fails to find a solution then you should not accept the offer to 'keep solver solution' -- if you do keep the 'solution' after the Solver has failed to find a solution you will find the model fails to work properly. If this happens you can either reload the model from a saved version and/or set the scaling factor back to one.

  4. If you see the word 'error' this is a signal that you must run the Solver to get a valid solution.

Notes

  1. This is not the definitive model so there may be slight differences between the results with this spreadsheet and those in the consultation papers (eg scaling factors not identical beyond the eighth decimal place);

  2. These spreadsheets are being made available on an 'as is' basis - we do not have the resources to provide advice and assistance on the workings of the spreadsheet or on the modelling of floor/ceiling options.
