Amongst the data shown in the table below is the amount of Supporting People funding that has been rolled into Formula Grant; the total formula grant is then subject to a damping calculation on an adjusted 2010-11 base that includes the 2010-11 Supporting People allocation. Therefore, the undamped figures in the table do not represent the amount of funding provided for Supporting People within formula grant and cannot be compared with the actual Supporting People allocations for 2010-11 which were based on damped figures. From 2011/12 onwards, there is no equivalent of the stand-alone damped, separately identifiable Supporting People figures for Local Authorities in 2010-11.

£6.5 billion was allocated to Supporting People under the Spending Review.

Settlement Working Group (SWG)
This is a Working Group of:
- Departmental officials,
- officials from other Government departments,
- officers from the LGA,
- officers from London Councils,
- representatives of the Local Authority Association Special Interest groups, and
- representatives of the Treasurers Societies
It discusses issues relating to formula grant distribution, in particular potential changes to the 2011-12 Local Government Finance Settlement onwards.
If you have an issue that you would like raised at SWG then you should in the first instance discuss this with your special interest group representative or your Treasurers Society.
The exemplifications within the papers relate to the 2008-09 Settlement, unless otherwise stated. We have exemplified at Relative Needs Formula, Formula Grant before Floor Damping and Formula Grant after Floor Damping.
Please note that the Formula Grant before Floor Damping level shows the long-term effects of implementing a change, whereas the Formula Grant after Floor Damping shows the potential short-term effects. Please note however that this will not be the actual effects in 2011-12 since we will have new control totals, new data and new floor damping levels.

Fire & Rescue Formula Working Group
This is a sub-group of the Settlement Working Group set up to look at the case for change and possible alternatives to the current Fire Relative Needs Formula. The group consists of officials from CLG, LGA, Fire and Rescue Authorities and the Chief Fire Officer Association.
