Local government representatives have requested that the Government make available in a widely accessible format the mathematical models that underpin the options presented in the consultation document.
Versions of these models in MS Excel can be downloaded via the links below, together with technical notes. We have focused on producing models for two major blocks: Environmental, Protective and Cultural Services; and Personal Social Services. The Department for Education and Skills have produced a similar model for the education block, which can be downloaded from their website here.
These models cannot (partly due to the limitations of Excel) replicate the full range of flexibility available within the system the Government uses for calculating SSA. Therefore, some of the steps used to produce the exemplifications (for example, setting some of the coefficients and calculating the Area Cost Adjustment) must be taken as given.
The consultation is focused on individual options for particular service blocks and issues, rather than on possible overall “packages” of linked options. Therefore, the models do not link together options to produce such packages, and we will not consider requests to enable them to do so.
The models are also resource intensive to produce and support. As outlined in this technical paper, ODPM will endeavour to be helpful. But we will not guarantee to provide technical support to those using the models. And we will not produce similar models for any of the alternative components of the new system that have been suggested by respondents to consultation.
