In June 1999, ORC International was commissioned by DETR in consultation with the LGA to carry out research into the views of local authorities on the revenue grant distribution system. The research involved three phases:

I. A postal survey of all English local authorities, Police and Fire authorities (referred to in this report as the 'authority survey'): 384 responses were received;

II. A telephone survey of a range of senior officers, Council leaders and other elected members from all local authorities and Police authorities: a total of 1,850 interviews were achieved;

III. 40 in-depth interviews with selected local authority senior officers and members.

This report sets out the findings of all the aspects of the research. No conclusions or implications are drawn from the data. Rather, the report is intended as an accurate, objective and balanced portrayal of the range and detail of the views presented to ORC International during each of the stages of the research.
